That is just pure speculation, at this point we don't even know if there will be real "paths" with any of them (even if Ep. 9 seems to indicate that, but how many paths is the game supposed to have?). Riona isn't sure about a real relationship at all. Lily is explicitly telling the MC not to fall in love with her. Quinn MIGHT have some feeling for the MC under the right circumstances, but if she will end up acting on those remains very much open. Nicole...I don't know...maybe she is like the only stable choice of those four (and also the only one, the original post didn't mention).

Contrary to all available LIs none of the three (Quinn, Lily and Riona) even want to be in a real relationship AND none of them is (as of yet) really a "path". We probably have to wait for - at least - Ep. 10 to see if some of the indications of Ep. 9 will actually lead to more with Quinn, Lily and Riona.

Well, they are paths. With Quinn, the only way you'll get to go on that "secret mission" with her, is if you leave with her that night. It won't come up unless you go home with her on that occasion.

And it should be the same for Nicole and her date night. That's two, with indications that they're paths. And, if that's right, then the others will put you on this and that path too, I guess. I'm pretty sure those ending choices is a way to push the MC into different paths. Like, more into the dorm girls, or not, and maybe a better chance at Nora in the future...

That's from the wt, and it's actually Sandy, not Nicole, and you have to have DIK affinity to get the scene, a chick get's blown off.

It's tempting to write all the paths in one giant freeroam, but there's literally no illusion of choice at all. No matter who you date, you still end up at the halloween party. No matter who you sleep with, you still repeat the same scenes at the beginning and at the end, literally nothing matters

I think the emphasis on freeroam this episode had less to do with managing the multiple branches and more to do with the fact that the entire episode was set at a party. Full disclosure, I'm not a fan of freeroams, but I can see why DPC prefers them for party settings since it gives an impression that there are a lot of things going on all at the same time. And every party scene he's done so far has been a freeroam event.

And DPC has been planning for a big Halloween party event since the beginning, so I doubt the party in EP10 (if there is one at all), will be nearly as big. There will undoubtedly be more freeroams again, sure, but I doubt they'll be anything like EP9.

Because, the halloween party is also an important agenda of DIK. that's why, it was all together in one free roam. so I didn't think it was a problem this time.
I wish for the future, if they want to have the same theme, at least they could make several variants of different scenes so that it won't be dull.

On steam, on the latest news, and it's stated: "Season 3 is now 33% complete"

So, that must mean that he's viewing Zoey's intermission episode as one of the four that should be in S3. It would only be 33% if there's two more episodes to deliver from here, and so is the numbering going to differ from the expected 12, down to 11, and he's just roll with it (not four episodes per season, but whatever he wants now).

How do people view it?

The main goal of Episode 9 was to combine the routes of the main and side girls in one big event, to close MC's story arc from Season 2. A big Halloween party was the best option. I don't know why you say everything is the same. I played Episode 9 about 10 times with different starting conditions and always got something new.
